1. CALL TO ORDER
Chairman Ray Collins called the regularly scheduled meeting of the Old Saybrook Harbor Management Commission to order at 7:30 pm

Add “the consensus of the Commission was that this was a common practice amongst commissions such as ours.”
Dick Goduti notes that the Commission had passed a motion to post the agenda a week before the meeting.

5. HARBOR MANAGEMENT PLAN UPDATE
LCRHMWG activities – no report
Oyster River Study David Leff (deputy commissioner DEP going to set up an informal meeting at DEP hopefully after 3
Mooring area – maps were submitted.
Land Use Department has other projects going on right now, they will be getting back to us
6. NORTH COVE
List updates- mooring holder letters going out this week, wait list letters next
week
Clothesline marina – Jim will report at the next meeting about his plan for the
clothesline marina later. The volunteers would like to work the later part of
April. We would be looking for 10 day drop for the dumpster (two
weekends). Ray Collins will check who the hauler is for the town and then
contact them
The chairman would like to set the stakes in the future and make it standard.
This is his goal for next year. For this year the outhauls should be
numbered. Signs will be posted at three areas in Old Saybrook, no parking
without a permit. The Commission has started a waiting list for the
outhauls.
7. FERRY DOCK
STEAP proposal was mailed
Contracts have been mailed
The second COP for the repair of the driveway, we are not sure was
mailed.
4 ramps and one float need to be replaced, the float the town public works built was well built.
8. HARBOR MASTER REPORT
9. DOCK MASTER – NO REPORT
10. CORRESPONDENCE
Respond to Mr. Selines who is requesting no wake zone. The Commission
is taking it under consideration.
11. NEW BUSINESS
No dock applications were received
Concept about South Cove – possibility of dredging, possibility of
purchasing a dredge. New Haven needs to fill the old tire dump.
It needs more fill that we are considering removing from South
Cove.
Ray Collins will check on the status of the budget with the Selectman.
12. OLD BUSINESS
The pump-out boat – many questions were answered at the Essex Harbor
Management Commission - insurance coverage is the issue, the
insurance issue will be investigated.
Town web page update – We still do not have a web page after 10 weeks
of asking for one. Ray Collins will look into it
Ray Collins called the attorney for Mr. Goduti, he said he could not talk to
Mr. Collins.
13. OLD SAYBROOK MARINE ORDINANCES
Article 16.05 through Article 22. The definition of a commercial fisherman needs to be refined.
14 BILL PAYING
MOTION – ROSS BYRNE MOVED TO PAY THE RETURN OF MOORING FEE TO SILVA AND TO PAY THE CLERK, PETE FREDRICKSON SECONDED
5-0-0 MOTION PASSED UNANIMOUSLY
15. ADJOURNMENT
MOTION - ROSS BYRNE MOVED TO ADJOURN AT 10:00 P.M.
